Winkel Superintendent of Steamships for the C&O Railway dated June 24, 1964 regarding safety procautions and arrangements for the Badger's role in the fireworks display on July 4, 1964. Also includes reply from T.A. Winkel and a note to the Master of the steamer 43 (Captain Carl Ohman) regarding the letters and preparations.
