3-4-1971 heavy earth movers waiting for 3' of frost to leave the ground. the employment figure dwindled to 750 men but should reach 200 early in June. the winter work was mostly confined to the powere house area. the project in the past week reached 28% of completion despite a most severe winter and high winds the past 2 weeks. this includes a 41% completion for the penstock area and a 26% at the power plant. the reservoir is the same as in the fall, about 10,000 feet within 50 feet of completion, being Lakeshore to where old Kinney road would be if extented, then to the E the Hawley road and back up Brunson rd. this section is being complete first so that work in the interior liner of the reservoir may begin - LPSC Box slide # 14-234
